Since joining McAnany, Van Cleave & Phillips, Carl Gallagher has represented clients in state and federal courts in both Kansas and Missouri. His cases are widespread in nature, including a case about English-only usage on the floor of a manufacturing plant (Tran v. Standard Motor Products, Inc.) and one related to retirement benefits (International Association of Firefighters v. City of Kansas City, Kansas).
Mr. Gallagher represents clients before administrative tribunals as diverse as the U.S. Immigration Service - Department of Justice, the Kansas Department of Labor and the U.S. Department of Labor on compliance issues with state and federal antidiscrimination laws, employing aliens and issues surrounding unemployment insurance.
In the labor scene, Mr. Gallagher acts as the lead negotiator in multiple union contracts for the Unified Government of Wyandotte County/Kansas City, Kansas. He also represents the Unified Government in labor arbitrations and administrative actions before the Public Employer Retirement Board.
Mr. Gallagher works with clients to develop personnel procedures and manuals to avoid litigation and to minimize risks when litigation occurs. Because of his wide experience in labor and employment, as well as in retirement, immigration, and other such issues, he successfully assists clients in developing policies to minimize their risks and legal expenses, thereby maximizing their revenues.
Prior to joining the firm in 1995, Mr. Gallagher was an assistant attorney general for the state of Kansas in the litigation division and one of the counsel for the Governor's Task Force on School Finance. He represented the State in the final trial of Brown v. Board of Education, as well as successfully representing the State in the earliest school finance cases (Mock v. State and USD 229 v. State). Mr. Gallagher is an AV-rated attorney by Martindale-Hubbell and is Secretary of the McAnany, Van Cleave & Phillips's Board of Directors. He serves on the Lawrence Aquahawks's Board of Directors, a nonprofit swim club in Lawrence, Kansas, and is active in the Eighth Street YMCA in Kansas City, Kansas.
